In peak season, observatory deck will not go due to heavy traffic queue. Hence , will see the exterior only. Guide will be your photographer for the shooting.
In normal season, observatory deck can do due to less traffic and no queue depending on time available. And night scenery at Tokyo Tower maybe too dark so only exterior view is recommended.
