Tomohon has long been written in several historical records. One of them is contained in the ethnographic work of Rev. N. Graafland who, when on January 14, 1864 on the ship Queen Elisabeth, he wrote about a country called Tomohon that he visited around 1850. According to some sources, Tomohon origin of the word (Tou mu 'ung) in tombulu. It is said that Tomohon is one of the areas included in the Tombulu ethnicity, is one of the eight ethnic minahasa ethnic groups. The development of civilization and the dynamics of the implementation of development and society from year to year makes Tomohon as one of the capital cities of the district in the Minahasa Regency.

In the early 2000s, people in several parts of the Minahasa regency gave birth to inspirations and aspirations of both internal and external strategic environmental tendencies for regional expansion. The winds of reformation and the implementation of the regional autonomy policy have further accelerated the process of accommodating people's aspirations for the expansion of the regions concerned. Through a long juridical process and careful consideration in the framework of accelerating national development for the welfare of society at large, the Government of the Minahasa Regency and the Minahasa Regency Regional Representative Council recommends the aspirations of the people for the formation of the South Minahasa Regency, Tomohon City and North Minahasa Regency; which is supported by the Provincial Government of North Sulawesi. The establishment of the South Minahasa Regency and the City of Tomohon were determined by the Central Government with the issuance of Law Number 10 of 2003 and the formation of the North Minahasa Regency through Law Number 33 of 2003.

The formation of the Tomohon City legislative body as a result of the 2004 General Election resulted in Tomohon City Regulation Number 22 of 2005 concerning Regional Symbols and Tomohon City Regional Regulation Number 29 of 2005 concerning Tomohon City Anniversary.

Tomohon City was inaugurated by the Minister of Home Affairs Hari Sabarno on behalf of the President of the Republic of Indonesia on August 4, 2003.

The origin of the city of Manado according to legend used to come from "Wanua Wenang" as a native of Minahasa. Wanua Wenang existed around the XIII century and was founded by Ruru Ares who held the title Dotulolong Lasut who at that time served as Chief of Ares Walak, known as the founder figure of Wanua Wenang who settled with his descendants.

Another version says that the city of Manado is the development of a country called Pogidon. The city of Manado is thought to have been known since the 16th century. Historically, it was also in the century that the City of Manado was visited by people from abroad. The name "Manado" mainland began to be used in 1623 replacing the name "Pogidon" or "Wenang". The word Manado itself is the name of the island next to the island of Bunaken, this word comes from the Minahasa language which is Mana rou or Mana dou which in Indonesian means "far away". In that same year, the Minahasa-Manado land began to be known and popular among Europeans with its earth products. This was recorded in historical documents.

The existence of the city of Manado began with the Governor of the Dutch East Indies Governor General dated July 1, 1919. With that Governor, Manado Gewest was designated a Staatsgemeente which was then equipped with tools such as the Gemeente Council or Gemeente Raad headed by a Mayor (Burgemeester). In 1951, Gemeente Manado became the Manado City Region of Minahasa according to the Decree of the Governor of Sulawesi dated May 3, 1951 Number 223. On April 17, 1951, the House of Representatives formed the Period 1951-1953 based on Sulawesi Governor Decree Number 14. In 1953 the Manado City Region changed its status to the City of Manado in accordance with Government Regulation Number 42/1953 juncto Government Regulation Number 15/1954. In 1957, Manado became a Township in accordance with Law Number 1 of 1957. In 1959, Manado Township was determined as a Level II Region according to Law Number 29 of 1959. In 1965, the Municipality of Manado changed its status to the Municipality of Manado led by the Manado Mayor KDH Level II Manado in accordance with Law Number 18 of 1965 which was perfected by Law Number 5 of 1974.

The anniversary of the city of Manado, which was set on July 14, 1623, was a momentum that packed three historic events at once, the 14th which was taken from the heroic event, the Red and White event of February 14, 1946, in which the sons of the area rose up and opposed the Dutch occupation to defend Indonesian independence. , then in July it was taken from the juridical element in July 1919, namely the emergence of the Governor General's Besluit regarding the establishment of the Manado Gewest as Staatgemeente issued and in 1623 taken from the historical element namely the year in which the City of Manado was known and used in official letters. Based on these three important events, then on July 14, 1989, the city of Manado celebrated its 367th anniversary. Since then until now that date has been celebrated by the people and government of Manado City as the anniversary of Manado City.
